No, not Turner Broadcasting. It was Conrail terminology for Temporary Block Station. Due to trackwork, trains were running wrong side from Waverly to Elmira, and there was a conductor stationed there, working out of his van, to hand up orders and throw switches. TV 303 is getting the orders today.
